The emitted value is a lot lower than the surface temperature, mine are not the bulb type but work on the same principal. At 8" if not controlled by a thermostat mine will create a temperature of 200 C, the surface temperature at full continuous power is between 600 - 700c. So it would be feasible to start a fire if the incorrect fittings are used. I definitely would not recommend trying the put your hand on a ceramic bulb that was running at full power, or have it contacting something, it always safer to remove the risk than to gamble.
