You couldn't find a specific care sheet because just about every skink in north american has a blue tail at some point in it's life. Georgia's skink species are about the same as North Carolinas

Coal Skink, Eumeces anthracinus (blue tail as juvenile)
Mole Skink, Eumeces egregius
Five-lined Skink, Eumeces fasciatus (blue tail as juvenile)
Southeastern Five-lined Skink, Eumeces inexpectatus (blue tail as juvenile)
Broadhead Skink, Eumeces laticeps (blue tail as juvenile)
Ground Skink, Scincella lateralis

Now, if the 8" measurement is accurate, that rules out the ground skink and the coal skink.
The broad head is the only one that gets much over 9", it can reach 13", thus an 8" skink with a blue tail native to Georgia leads me to believe it is a Braodhead Skink as it's conceivable for it to be 8" and still have a blueish tail...whereas the other species at 8" are almost maximum length and therefore would be unlikely to retain their blue tail coloration.
