If you have windows XP open the picture with windows and fax viewer. Right click it and select edit. Than select image and stretch/skew it'll show you a horizontal at 100% and a vertical at 100% if you want to cut them in half make it 50% usually 25% is perfect. Hope that helps. If you have adobe you just open the picture and go to IMAGE IMAGE SIZE or something.... tell us what program your using though-
