You DO have to dechlorinate the water, or it's bad for the fish.

But you don't have to buy the stuff to do so. If you have your aquarium set up right with a good filter, and you let it run for a few days, it should dechlorinate itself.

You should buy the stuff anyway, because when you do water changes you should dechlorinate the water before you add it to your tank.
