Thing with Male ferrets especially is they are VERY picky about where they go to the bathroom! Try a bigger and/or different shaped litter pan. 95% of all ferrets start as nippers. when he does just scruff him nicely, give him a little bing on the nose and yell "NO".
Ferrets Don't like being yelled at, it bugs the #$%^&#$%^&#$%^&#$%^& out of them. Aslong as he's getting 2-4 hours a day outside of his cage he'll be fine, I would suggest however getting him a cagemate. 1 more ferret isn't much more work.
