Looks like a common Columbian to me too. And as for the tail being dark, there are many different variances in boa tails. Actualy it looks like it is about to shed in the pictures. If you look close at the pics you can see the haze on it's back as if it is in that jsut about to shed stage. And after that the tail could totally change in appearance. Nice looking snake regardless of what the locality is.
