I don't know what to tell you but I feel your pain. My wife and I visited a place in R.I. that was just disgusting. I wrote to them, posted about it on here and did some google searches and found what I thought was the right gov agency but they refered me to another. I sent them an email but never heard anything, probably should have done more (trust me the place was BAD). The worst thing is you see them at a show with everything in nice little clean containers and it looks good, know what I mean.
