Is it giving you a message such as 'auto-kicked by...' or an error or just not connecting?
Are you trying to access through the site or with mIRC ?

The majority of us use mIRC, an internet chat relay program, downloadable HERE.

If you decide to go for mIRC, then go to the chat page again for the info on set up so you can get to redtail chat.
The java appelet through the site is pretty limiting....
