Monitors of that size require a minimum of a room sized enclosure. Lots of floor space with a large pool of water, Like Ed_R stated.

If you want to use that cage, I would recommend a species of monitor that doesn't get as large.
Ackies are nice, and so are Tegus (not a monitor, but nice all the same).
